Rev. Christian Mays
Christian Mays currently represents Precinct 147 to the Warren County Republican Central Committee, and Senate District 7 to the Republican State Central Committee.

Christian is an Ordained Minister in the Church of God. He is a husband, a father, and a grandfather that believes in the American view of government, which is to say he views it thru a biblical lens.
​
"Our rights are given by God, not government, and certainly not by men. I believe the U.S. Constitution and the Declaration of Independence which coins the phrase "Life, Liberty, and the pursuit of happiness," fully encompass the God given vision upon which this country was founded."

As a firm believer in the biblical principle found in Proverbs 27:17 that Iron sharpens Iron, and with nearly 30 years of experience in leadership and management, Reverend Mays has built a life and a career of service to his fellow man.

Christian lives in Franklin Township with his wife of over 26 years Francella.

Scott Lipps
Scott Lipps received his Bachelor's Degree from the College of Wooster, Ohio and a Master's Degree from DePaul University, moving to Warren County in 1987. He has been serving Warren County in various roles for 38 years!

Raised his family in Warren County and founded his current family business in 1990.

Central Committee Chairman
Pete Mengel
Peter Mengel is a lifelong conservative, Christian, entrepreneur, and community leader who proudly serves as Chairman of the Central Committee for the Warren County Republican Party. A resident of Warren County for over 25 years, Peter brings decades of leadership experience, grassroots commitment, and a deep passion for defending constitutional values to his role. He is a staunch supporter of the Second Amendment and a lifetime member of the NRA, as well as a proud member of Gun Owners of America (GOA) and supporter of Buckeye Firearms Association.
Peter is a strong advocate for educational reform and innovation, working to resolve issues across K–12 and higher education as both a student and taxpayer advocate. He supports a wide range of educational options, including public schools, homeschooling, charter and alternative schools, vocational and career centers, and other non-traditional pathways that empower families and students to choose what’s best for their future. As a man of faith, Peter believes in building communities through both leadership and service—advocating for educational opportunities that align with family values.
He supports Republican-led efforts to recognize and reward high-performing teachers and professors—ensuring that excellence in education is honored, incentivized, and empowered at every level.
He is a strong proponent of individual liberty, small government, and allowing people to live freely with minimal interference from government—principles that are foundational to the conservative movement and essential to protecting freedom for all Americans.
Whether he’s mentoring new business owners, revitalizing post-industrial communities through the Thrive Ohio Project, or advocating for freedom and opportunity, Peter brings a faith-based, solutions-first, servant-leader mindset to every initiative. As Central Committee Chairman, he is focused on building strong, unified Republican support not only in Warren County, but across Southwest Ohio, while strengthening collaboration with our conservative leaders at the statehouse and in Washington, D.C. His vision is grounded in faith, unity, growth, and protecting the freedoms that define both our state and our nation.

Central Committee Vice Chair
Darlene Hicks
Darlene has lived in Warren County for 47 years and has been actively involved in the community for 36 years. She has been involved with the Springboro Chamber for 36 years, serving as a past Board member for 12 of those years, and also with the Franklin Carlisle Chamber, Lebanon Chamber, Waynesville Chamber, Lebanon Optimist Club, and the Franklin Rotary Club. Darlene is a Graduate of the Warren County Leadership program and a member of the Warren County Area Progress Council. She is also the Executive Director of the Warren County Municipal League.

Darlene was also the Campaign Manager and Treasurer for Scott Lipps, for his three terms as State Representative.
Darlene became involved with the Republican Women of Warren County in 2015 and is currently serving her second term as President. Darlene became Vice Chair of the Warren County Central Committee in January of this year.

Darlene lives in Franklin Township with her husband; they have four children and Seven Grandchildren.

Executive Committee Treasurer
Randy Kuvin
Randy Kuvin, CPA – Partner, Flagel Huber Flagel, a regional CPA firm with offices in Dayton, Cincinnati, and Troy. Randy joined the Firm in 1985, was admitted as a Partner in 1995, and served as the Firm’s President and Managing Partner 2008-2022. He also heads up the Firm’s business valuation and litigation services department and has been qualified as an expert witness in numerous Common Pleas Court proceedings in nine Ohio counties and Federal District Court.
Randy received his Bachelor of Science degree in Accountancy from Miami University in 1985 and is a Certified Public Accountant, Accredited in Business Valuation, and Certified in Financial Forensics.

In addition to serving as the Warren County Republican Party Treasurer (since 2003), Randy served on the Board of Working In Neighborhoods, Inc. (1993-2025), and currently serves as Treasurer of the Warren County Small Business Development Alliance and Board Chairman of the Mason Deerfield Chamber Community Development Corporation.

Randy served one term as an elected Deerfield Township Trustee (2001-2005) and was elected in November 2024 to serve as Warren County Treasurer, taking office September 1, 2025.
​
Randy is an avid runner, cyclist, and church choralist. He and his wife Gina (Warren County’s Chief Deputy Recorder) have been Warren County residents since 1992 and currently reside in Hamilton Township. They are the proud parents of three adult children: Katie, Lindsey, and Alex; and even prouder grandparents of Henry and Claire.

Kathy Grossman
Kathy Grossmann has served as Executive Committee Secretary and Member since 2022. Kathy previously served one term as Mayor of Mason and two terms as a Mason City Council member from 2015 to 2023. While on Council, Kathy authored government transparency and ethics reform legislation. She also authored and led the successful campaign to pass Mason’s Charter Amendment that ensures the city’s real estate transactions are above-board and free of conflicts of interest. Kathy is one of only two Mason Council members in the last 30 years who authored a Mason charter amendment. As Mayor of Mason during the Covid pandemic, Kathy fought to keep Mason businesses and schools open. She helped develop and led the effort to pass the largest local Covid relief programs in the nation (per capita) benefiting almost every Mason household and business.
Kathy and her husband, Tom, have six children, five adorable grandchildren and two golden doodles. Kathy manages the couple’s real estate investments and businesses. She loves to volunteer for the GOP, other conservative candidates and various ministries.

Amy Brewer
Feel blessed to be serving on the board of the Warren County Republican Party. My commitment to the party throughout my many years serving as City Council/Mayor of the City of Lebanon for 32 years. Past president of the Republican Women of Warren County and currently serving on their board. Warren County is the Incredible County and feel privileged to serve.

Rob Tuttle
Rob retired in 2019 after 38 years in the IT industry with AT&T, NCR, then Teradata, where he led a multinational team providing analytics and consulting services to the global Procter and Gamble organization.

Active in Warren County Republican politics for more than 20 years, he has served 3 terms on the Central Committee and, along with his wife Cindy, is also active in the pro-life community. Formerly a Board member and Legislative Committee Chairman of Right to Life Action Coalition of Ohio, he now volunteers with Dayton Right to Life.
​
In his “spare time,” Rob is also a Constitution instructor and teaches a variety of classes on our Founding documents throughout the Miami Valley with Building Blocks for Liberty (BBFL) and the Institute on the Constitution (IOTC). He is active in multiple local Tea Party and Liberty Groups and is an active campaigner for Republican candidates and pro-life causes. He enjoys testifying before Committees in the Ohio House and Senate on pro-life and other Constitution related issues.

Don Prince
Don has been married 58 years to Linda, his high school sweetheart. They have 3 children, 5 grandchildren, 1 great grandchild.
He is a Procter & Gamble retiree where he worked for 41 yrs., a USN Veteran serving from 1966-69, a Warren County resident of 34 yrs., and a City of Mason resident for the last 23 yrs. and serves as the Captain for Precinct 55.
As lifelong Republicans, Don and Linda have been actively engaged in campaigns to elect conservatives to local, state and national offices for many years. During that time Linda served on the board of Cincinnati Christian High School, Director of the Speakers Bureau and board member of Citizens for Community Values. Don has served in several local political capacities:

Becky Bailey
Becky moved to Cincinnati after college by way of Procter & Gamble. She has a degree in mathematics, business, and art. She is the founder and was the CEO of three companies, including two technology companies and her farm breeding business, which she still owns. She and her husband are the proud owners of One Hot Krymsun, multiple World and Congress Champion, and a Hall Of Fame show horse. This 26 year old stallion is the sire of approximately 2800 foals worldwide, a large number of which are also World and Congress Champions.
Becky is a Central Committee member representing precinct 175 in Hamilton Township and also on the Executive Committee Board. She is passionate about elections and election data, working on several teams to analyze and present statewide voter data. Becky is honored to have been recently added to the Warren County Board of Elections.
As a strong supporter of President Trump, she believes in our America First agenda, the first and second amendments, and everyone’s right to life.
Becky lives in Loveland with her husband Craig and mini-dachshund, Hashtag. She is a member of Rivers Crossing Church and is due to become a first time Grandmother twice in September.

John Roesch
John was raised in Massillon, Ohio and attended The United States Military Academy at West Point for two years and graduated from The Ohio State University with a BS Degree in Chemistry. After graduation, he served 2 years active duty as a 1st Lieutenant in the U.S. Army stationed in Fulda, Germany.
Following active duty John worked for AT&T, Merrill Lynch, and then spent 33 years in the plastic container industry with Continental Plastic Containers/ Consolidated Container Company in positions of Regional Sales Manager, National Business Director, and Vice President of Sales & Marketing.
After retiring in 2009 John volunteered as a tutor for Warren County Adult New Readers (WCANR) helping adults improve their reading skills. He was elected to their board of directors in 2014, and was elected President of the board in April 2017. In 2018 WCANR merged with Warren County Community Services (WCCS), and he now serves on the board of directors of WCCS as well as President of Adult New Readers Advisory Board.

John was elected as Republican Chairman for his precinct in 2010 and continue to serve in that capacity today. During this period he was elected to the Warren County Republican Party’s Board of Directors and served 2 years on the audit committee, 2 years as Assistant Treasurer and 2 years as Vice Chairman of the Central Committee. After a two year absence he was re-elected to the board for a 4 year term in June 2018.
John is married to his wife, Marcia, and has two grown children and 4 grandchildren. He has lived in Warren County since 2003.

Linda Burke
Linda Burke was born, raised, and educated in Hamilton County, Ohio and attended several different higher learning institutions while moving all over the world with the US Maine Corps.

Linda is married to Major Don Burke (USMC RET). Our family spent 25 years with the USMC. During that time and through many moves, Linda worked in finance for the Marine Corps Exchange and volunteered for many different organizations; Base Chapels Sunday School and Vacation Bible School teacher, Red Cross, Navy/Marine Corps Relief Society as a Counselor, Officers Wives Club, and Manager of Hidden Talent Craft Consignment Shop. Her primary duty was running the shop, craft fairs, and raising funds for scholarships during which she raised over $50,000. Sunday School and Vacation Day Bible School teacher.

Upon her husband's retirement she returned to Ohio and became involved in local Women's Republican Clubs. The first Republican Women’s Club she joined was the NRW Club. She has faithfully served in many different leadership positions, including Past-President, Treasurer for NRW from 1999- until present. She also belongs to the Republican Women of Warren County, where she has served as President, VP, Secretary and Treasurer positions over the past 17 years.

Linda was elected to South Lebanon Village Council in 2017 and was re-elected to the same position in what is now the City of South Lebanon. She has also served as Vice Mayor. I began serving on the United Way Warren County Board of Directors in 2020 and was appointed to UWWC Executive for 2022 and served as chair of the Campaign/Resources Committee. I was elected to the Executive Board for Warren County Community Service in 2019. I served as VP of WCCS 2021-2023 and as President from 2023-2025. Now serving on Internal Affairs committee, Governance committee, and Housing Board.

I am a 2012 graduate of the JoAnn Davidson Ohio Leadership Institute. She was honored with the OFRW Tribute to Women in 2011 by two clubs (the first time that had ever happened in OFRW history.) I received the GOP Warren County Les and Ellen Spaeth Award for Volunteerism in 2012.

I’ve lived in Warren County for almost 20 years. I’ve been married for 40 years and we have 2 children and 3 granddaughters. My background is Human Resources but currently work part time as a substitute teacher in Butler and Warren counties.

Ginger Lehman is a lifelong Warren County Resident with 25 plus years in the commercial insurance industry. She and her husband Doug have been committed to serving those in need in their community for many years and love spending time with their children and 10 grandchildren.
